It happens everywhere in the world where religion (or just spirituality and positive thinking) take over democracy.
In France, old public libraries, the ones with no kids or young adults sections, usually have a "Hell" section (l'Enfer).
Writing is the best way to express and precise our thought, more than image, because of the thinking needed to decipher the text. One stop further is to supply kids with satirical ones. They allow them to understand humor and irony. I suggest Candide by Voltaire: a small and easy book.
As for Harry Potter I'm glad it's banned because it is not magic like Alice or Willy. Potter's magic has the consequence that, instead of being in the real, lot of children identify themselves with Harry, letting them think/dream that supranatural powers exists. This is really bad for mental health. Kids have to learn that the real world is not a fantasy one. On the contrary Alice and Willy are offbeat humour and poetry books.
I understand that my point of view can be seen as the same as the censors and moralist I condemn, however Potter is prosaic. Teaching kids that they could have a magic wand to solve all their problems leads to mental health issues, because it doesn't help at all.
